No, but the act of cutting off didn't start the chase. Gasser becoming enraged and chasing after him was the start.

No, logically we cannot. The chase started when he flipped out and decided to chase him. It was Gassers decision to flip out and chase him. Cutting someone off isn't illegal and certainly doesn't permit the other person to chase you down.

Exactly. A typical car would be essentially yielding with the intersection far off the the right, but it's not like he pulled up into the actual triangle or whatever.
