I haven't watched yet and I'm sure he makes some good points but if you can't afford to pay a ticket maybe you shouldn't be driving.

That's not the point. Watch the part where the city is pushing people into private corrections/parole companies and how ridiculous it is to say that it doesn't cost the city anything.
