Joe and Sally work together. Their employer tells them they have both been exposed to COVID. Let’s say their employer is following the guidelines from LDH:
- Joe and Sally both go into quarantine for minimum 14 days.

- Sally develops COVID symptoms on day 5 of quarantine. She gets tested.
- Sally’s COVID test comes back positive on day 10 of quarantine. She now needs to stay in quarantine until AT LEAST day 15 (10 days after becoming symptomatic).
- Sally‘s symptoms disappear by day 13 of quarantine. She needs to stay in quarantine until AT LEAST day 16 (3 days after symptoms subside).
- Sally’s quarantine ends on day 16.

Now let’s look at Joe:
- Joe never develops COVID symptoms, so there’s no need for him to get tested.
- Joe has to stay in quarantine for at least 14 days from his last potential exposure.
- Joe’s quarantine ends on day 14. It doesn’t matter when Sally’s test came back, or when she developed symptoms, or whether she was hospitalized, or whether she gets run over by a bus. It’s all irrelevant because Joe has been in quarantine for 14 days with no symptoms.

For the sake of argument, let’s say the employer does require them to both get tested. And let’s say it takes Joe’s test 14 days to come back negative as you suggested. It still doesn’t matter, because he now has a negative test and hasn’t been exposed to COVID in 14 days. Neither situation results in Joe being quarantined for 28 days.

What, exactly, are you mad about here?

Lol we’ve tested more people the first three days of this week in Louisiana than any first three days of the week yet. There’s no shortage of tests. Our testing is increasing.

an employee of mine. she spent last weekend with her family at a camp in lake charles.
found out on wednesday that her sister was positive with covid (who she was with all weekend)

Even if I got tested first thing today, my result wouldn't be ready until Sunday at the earliest (they're advertising 3 days right now). So what really would knowing my result 8 days later do for someone else who has already spent over a week around their coworkers and roommates?

And yes, like you said, the last two places I went in public were with her/our friends. So she has no way of knowing whether I caught it from her, at the place we were at, or even if I had it at that point in time.
