Try again. If the President orders the Guard into duty, then it would be Federal active duty.
State active duty is paid for by the state.
I know when I was in the Guard, State Active Duty was not the same. If federalized, then it was. Such as Katrina

I can't but if you would like to link it, please do. I was deployed during the BP oil spill. Did do Gustav and Ike and flooding in NW Louisiana and several other state emergencies.

Like I said, if federalized, yes, the pay is the same. There is a difference.

There are 3 categories:
SAD -State Active Duty (usual smaller hurricane or flood rigamarole) paid for by state. State government directed.
Title 32- feds pay for most of it but it is still state government chain of command. Katrina fell into this category.
Title 10- fully federalized with federal chain of command, typically as part of Army or Airforce (OCONUS). There are some domestic Title 10 missions, but usually in support of federal agencies, like DEA for drug intervention at Mexican border.

Furthermore, it needs approval by the President from the SecDef. Found this out when doing Earthquake planning for the J1. The governor has to request this authorization to the SecDef first, not the TAG or Land Component Commander.
