Well, we get closer to 20" per year, but I won't quibble.

Sure. But center lines painted with reflective paint work in the rain too. In fact, I'd argue they work better since you have a continuous demarcation of the lane. If there is enough rain to obscure a painted center line, there is enough rain to obscure a reflector.

Fun fact. The guy who invented the reflective lane marker lives on the North Shore. He used to get something like $0.025 for every one made. I think his patent eventually ran out though. He has a huge house over here someplace.
