It depends. If "wasting" time on yourself keeps your spirits up and keeps you motivated to maximize your other hours, it's worth it.

People do what they want to do. You've got 80 years max to experience life, whatever you value is what you'll do.

If you're not motivated to do more, you're still making a choice. The guy who spends a Thoreau like experience on a pond probably gets more value from that as the guy who is involved in the rat race.

I've never understood the concept of being bored or killing time, outside of doing things you don't value or don't want to do.

Will I wish that I had ridden a bull named Fumanchu instead of replying to this thread? Yes, but a person can only ride that bull a few times without it costing too much or getting hurt.

There are degrees of regret and the more I type this, the more I am regretting not using my idle time doing something meaningful.

Not everyone enjoys the same thing. There are some people who enjoy "relaxing" and just killing time, by not even paying attention to it, they just live in the moment.

You can look at life in a negative way or a positive way, since we only have so long.. why waste time looking at life in a negative perspective?
