I kind of see why they do that. Primal men had to be tamed as to remove their violent tendencies so that strangers could live amongst each other. In a way, all civilizations have tried to neuter men from their "power". To keep them from intimidating/strong arm threats of violence. (Akin to grade school bullies, undeveloped minds)
Now, what would be a similar action to tame women? Seems removing a woman's primal power would be to take away her sex appeal and the minimizing her ability to manipulate through sex appeal.
We see in the OP how "ugly vs hawt" the girl becomes by simply covering her hair.
TL;DR
It's like a game nerfs warriors while letting mages run free. Islam tries to nerf both.
