Happened to me. They scan unclaimed property lists and try to collect a "finder's fee".
Went to the Louisiana State Dept.of Treasury Unclaimed Money site and said I was due >$100
Filled out the online form, cot a confirmation. Had to print some form off the website and have it notarized because the amount was over $1000. Got back $1700 about 45 days after the claim.

NO it is not. Or it wasn't for me at least. They found me $1,760.40 I never new I had coming from a savings account. I didnt have to jump through a bunch of paperwork and copies of anything and everything I have ever been in my life.

It is a scam in the sense that anyone with a modicum of brains could do it himself for free. You don't have to "jump through a bunch of paperwork" to get the money. You must have some business connection with Payne or you are a lazy dumbass.
