Is someone holding a gun to your head and telling you they’ll kill you grounds for a PO?

My sister’s ex bf did this a week ago. She just filed an eviction notice but it takes 5 days. Meanwhile he’s free to come and go and steal her things
There’s an extensive history of domestic violence. The small town cop told her they can’t do anything until he hurts her again. This makes no sense to me

Holding a gun to someone's head is usually illegal. I would pursue that angle.

Sounds like the ex bf has some friends on the police force, because that's illegal and is grounds for immediate arrest.

Restraining order and possibly criminal charges. Seriously do not treat this as a not serious matter. Possibly contact a local domestic abuse shelter or counselor for help with legal things if needed.
I have personally had good good experiences with DART in Louisiana. So if you can find a group like that near your sister.

She asked me to stay on the phone with her while she packed because she was terrified and he was yelling at her telling her to get off the phone and get her daughter out of the room and she said no you threatened me with a gun to blow my brains out I’m not gonna be alone with you. I could hear him and he didn’t deny it

Does he have any felonies?
If so the gun is cause for arrest in itself
