Businesses regularly have signs that state they will not take bills over a certain amount. How is going the opposite way any different?

any govt. agency must accept currency as legal tender,you may have to roll coins

Coins and currency can be legal tender.
All US minted currency is legal tender from the Bureau of Engraving and printing.

Not all coins are legal tender.

US currency is produced by the Bureau of Engraving and Printing and U.S. coins are produced by the U.S. Mint. Both organizations are bureaus of the U.S. - Department of the Treasury.
