Like the other guy said, water has a pH ~7. But sometimes it could be lower or higher. You don't want a 2 or lower or a 12 and higher. Caustic is actually worse than acidic because it sticks and is hard to wash off.
The EPA considers anything below 2 or above 12 to be hazardous, and you're looking at big fines.
If what was said here is true, they're taking measures to neutralize the water and bring the pH up by adding caustic to it.
I think the worst case scenario here is people got sulfuric acid on their undercarriage and over time, will compromise the integrity of metal parts that had acid on it but never washed off. I personally think that all the rain and water does people good here. The more water you add to acid, the weaker the strength.
