And the goal wasn’t to get everybody on board but enough allies in the region that Israel wasn’t on its own.

It's not a conspiracy theory at all. They were in very heavy discussions about an agreement to normalize relations. They had a basic framework in place and were pretty close to reaching an official deal.
Israel made nice with Egypt and Jordan first, then UAE and Bahrain (Abraham Accords) in 2020, and KSA was next up. They were hot and heavy as late as mid-September, then 07Oct happened and it was tabled.
