It's a strange thing that they decided to host the women's world chess championship in Iran. There has been a lot of controversy about it. A lot of the top women players and even the reigning world champion, Hou Yifan, aren't even participating in the tournament because of this.

Yes. Women would not be able to compete with the men. There has only ever been one woman who was able to compete at a truly elite level and actually competed for the general classical world chess championship.
This is a controversial issue with some people claiming that women just don't have the temperament to compete at an elite level and others saying that enough women just aren't encouraged to play.

Tournament organizers have to honor the terms set by sponsors - that is, the people and companies who are funding the event. That's just as true in Iran as in the US or anywhere else.
In any top-level chess event there's a dress code, including the US. Most professionals show up in a suit or at the very least business casual. If you view it as "oppressive" that you can't play in a bikini, you're not likely to get invited to start with.
Part of the reason why is just advertising. The sponsors expect to be able to use photo/video as part of their own advertising to recoup their investment in the tournament.

Top level women's chess is *filled* with hot women. Part of why is that most of them are under 30 and from eastern Europe or Russia.

It appears you are right. I had only scanned some articles that mentioned that the controversy of having it in Iran and mentioned that she wasn't participating, and I made an assumption. You know what happens when people assume.
