This is generally how it works. For someone to receive a picture, contact or etc from you you have to:
Unlock your phone
Pull up the picture etc you want to share
The other person has to unlock their phone and you have to bring the top of each phone together nearly touching
You will see your screen look like water rippling and you will get a share icon pop-up
You have to hit the share icon and the other person has to hit accept on the airdrop window that pops up
None of this is going to happen walking down the street or even butt-humping on a subway.
