So firing a firearm in the street is fine as long as no one is hit?
The impact I guess would go to intimidation. Since he was publicly doing it while trying to intimidate or frighten. That might be strong, but he could have stolen it and thrown it away.

Apparently another guy in Des Moines burned a different rainbow flag at a gay bar and is being charged with similar charges.

I would guess intimidation also, but if they were not present how could he be intimidating them?

This is how he got the 15 year portion of the sentence:
The charge was 3rd degree Arson which carries 2 years
The place he burned it and the language he used both during and after the burning constituted a hate crime enhancement in Iowa which moved the Arson sentenced to 5 years
He was already a 2-time felon so the habitual offender enhancement kicked in which triples the 5 years to 15.
He was an idiot and did interviews saying he would never stop doing this type of crime he then told the judge the same thing. You simply can't do this kind of dumbassery and not get maxed.
This isn't guy that got railroaded because he burned a rainbow flag in a peaceful protest. Dislike the hate crime enhancement all you like but if you look at the totality of his actions and comments both during and after the crime it is clear he is a dangerous nutjob that needs to be off the streets. People do far worse and get far less time but most of them make a point to vigorously defend themselves vs this guy who does everything to ensure he is convicted and gets max time.
