That is just west of Winnie. The exit to bypass I-10 is one exit away from those highway signs.

Yeah. People routinely overestimate the height of waves when they're in them. 3-4 foot seas are no joke in a boat like that.

I'm not saying there won't be a lot of work.
I'm just stating that the vast majority of roads situated flush with land could be driven on as long as they were free of debris. Bridges were obviously fubar and you had to drive around some sinkholes here and there.
So I'd flip your sentence, large areas were fine but some spots were missing.

A lot of Hwy 90 in Biloxi to BSL was literally gone. I was there right afterwards. But it was a strong storm surge not just sitting water or with some current.
