He is trying to establish a fake ID. Getting a Google Voice number is a good start. He is trying to prove to Google that he lives in Jackson so they will activate the account and number.

I got an email from an Egyptian wanting my address and banking info to help with an inheritance.
I ignored it because i just figured it was a Pyramid scheme.

Its going to go on and on.

Haven't seen it done before but my bet is the $20 is not immediately forthcoming.

setting up a physical address to run a con, at some point FBI is kicking in the door to that address looking for the proceeds of the scam
