Power companies hate helium filled Mylar balloons (the shiny ones) because they are electrically conductive, when they land in power lines, or on substation equipment they trip breakers, and large numbers of people temporarily lose power.

And most could apply and would be granted their rights back. They're just lazy or uninterested in voting enough to not try. I'd bet many of these felons being given rights back suddenly are being paid to vote for one party or the other. It just reeks of voter fraud.

I saw a mylar balloon hung up on on a TVA high voltage transmission line close to the metal pole. The amount of electrical arching was impressive

Releasing one for a lost one is fine. It can't be 25+ if I'm not mistaken.
