Well, “we as a society” doesn’t have to mean “the government.”

So you would dissolve the FAA? If a company is putting out planes that are dangerous let the people decide? Don't enact rules to make things safer?
There are countless examples of the govt enforcing laws, rules, whatever to make an industry safer, because we've seen a lot of times the companies won't do it themselves.

Secondhand smoke is a serious health hazard causing more than 41,000 deaths per year. It can cause or make worse a wide range of damaging health effects in children and adults, including lung cancer, respiratory infections and asthma

That 41,000 number is playing really fast and loose with the statistics.
