I would set up as tough as frick internal audit bureau and would require complete transparent investigative powers of every single government employee or contractor

I’d throw in new york for good measure until they came to their senses. Otherwise it’s on the outside looking in for all of them.
ETA: I’d also abolish the irs first and foremost. Then a flat tax across the board. All other wasteful government agencies (fill in the blanks here) would be told to kick rocks.
