To paraphrase Peggy Hill about Phoenix and its ahem... weather if you want to call it that: Phoenix is a testament to man's hubris; this city should not be.

I’d do Phoenix. I spent a year in Austin, and I can say that the place was probably a really cool place to live in the 90s and early 2000s but since it was ‘discovered’ by hipsters and SJWs, post 2010 the place was a nightmare when I was there in 2016.
Traffic was terrible, prices for housing/renting was through the roof. The mid-20s-mid 30s crowd of wannabes there are so pretentious and unbearable. A LOT of SJWs and that’s not a silly exaggeration. You can’t get away from the pretentiousness. All of them think living in Austin means they’re Matthew McConaughhey too.
Go to Phoenix. Do Flagstaff on the weekends. I drove to California a few years back and stayed an afternoon and night in Flagstaff and didn’t want to leave. I thought it was really cool. Don’t know much about Phoenix but Austin has been ruined by hipsters.

Depends on you. I would prefer Phoenix because the outdoors opportunities in Arizona are way better. I enjoy hunting, fishing, and camping. Yes Phoenix is hot as balls most of the year, but Austin is not much cooler in the summer and with an hour's or so drive you can be at elevation from Phoenix that it will be cool year round.
If you like hippies, liberals, and the party scene Austin is better. There is more to Austin than that but that is where Austin is headed. The number of people coming to Austin from the Bay area is extremely high. They are bringing with them the homelessness, crapping in the streets, and drug use the bay area has.
I know a lot of people have an affinity for Austin on here, but I am in Austin 2-3 times a month and have zero desire to live there. Visiting is enough for me.

If he’s living In round rock or any of those northern burbs he mentioned he doesn’t really have to worry about either of those.
On the other hand I would hardly consider living in round rock and above to be “living in Austin”. Although it’s a nice little town that would be a huge step up from living in Central
