Definitely Czar Nicholas II in 1914. When Austria-Hungary justifiably attacked Serbia, the Czar invoked his treaty with Serbia to gear up for war, which in turn caused WWI, WWII, his own death, Communism, and eventually the actions of Communist China which lead to the spread of the Coronavirus into a worldwide pandemic.

I initially thought Gavrilo Princip, but he was one of many Serbian nationalists and Serbia itself was a constant problem for Austria-Hungary. If Russia just would have stood by, CORONAVIRUS could have been avoided.
