I found this out first hand a few years ago. A male high school student repeatedly groped a female on and around the breasts despite her telling him to stop and reporting it to the bus driver. I was the administrator that had to handle this infraction and I wanted the male student charged with sexual battery and was promptly told by the Sheriff's deputy that breasts were not considered a sex organ and the student could not be charged with sexual battery. He was charged with simple battery and I expelled him so there is that. LOL
