Why do both? The other would surrender quickly once the German army could be focused on just one front.

Those early bombs were very heavy and Germany had nothing powerful enough to deliver it anywhere. Even if they'd developed heavy bombers, they'd have had to fly through pretty effective air defenses, and the V-2 was nowhere close to being able to do the job.

Moscow and London would have been perfectly safe.

Moscow, Stalingrad, then maybe some outlying British city just to make them quit if they hadn't by then already. He didn't want to destroy Britain or the U.S.

In my estimation, somewhere in the USSR, then quick overtures for a negotiated peace with the Anglo-American alliance, and then reluctantly against Great Britain.

Hitler actually admired the British. On the other hand he considered Russians as sub-human dogs.

He'd have bombed Moscow for sure if possible. The question though would be how would he deliver a nuclear device to either city?

Something similar to this. They would would have made an example of the USSR and threw everything they had at the largest cities that they could reach eliminating one front of the war. I don't think that they would have stopped at France and Great Britain would have fallen soon after. I also don't think that they had any delusions of crossing the Atlantic and actually winning a war here.
