If BR and NOLA went to war vs one another?

Rules:
No NBC weapons.
No use of Army, Navy, Airforce, USMC, Coast Guard or seizing their weapons/systems.
No importation of weapons/munitions.
Normal trade, where possible, is allowed.
It’s Greater BR vs Greater NOLA.
Use of local law enforcement is allowed.
I think NOLA would not be defensible. BR would figure out a way to blow all the levees and then internal riots would make it a quick affair.

Nola would be too preoccupied with tearing down statues, and Baton Rouge would see Georgetown separate and be too busy being at war with Georgetown. It would be a stalemate.
