Man, it comes down to time management.
I was in all Honors & AP courses all 4 years of HS, lettered in 2 sports, student council, FCA, & photographer for the yearbook. On top of that, a few nights a week I would work at my family's business until 9 or 10pm or so.
I never had more than an hour of HW at home on a given night. I could usually knock my work out at the beginning of the next class period before we started actual work in said period or at worse, knock it out during roll call of the class period the next day. If not then, between the end of school & start of practice/game.
I never could understand how uninvolved classmates could claim they didn't have time to do their HW. Maybe it comes down to too many students being in upper level courses that they actually can't handle.

1.5 - 2 hours of homework a night in high school, including studying and reading, was pretty normal to me.
My daughter, who just finished 4th grade, regularly had 2 hours of written homework a night, plus studying. Plus, she was expected to spend time / complete lessons in Lexia, IXL, and Zearn.
I personally believe that is too much. I also personally believe that no homework / don't have to do homework is a bad policy as well.
But public schools have lost the ability to allow teachers meaningful discretion. It's all or nothing. It's we don't have a policy, or it's zero tolerance.
I think the problem, like most school problems, stems from the administration and the district. They don't know how to manage a school, manage teachers, etc. And so, instead of telling teachers to assign a reasonable amount of homework each night, they do nothing, or they ban homework.

And considering my daughter's school is routinely one of the top elementary schools in the state, I'd say what they are doing is absolutely working.
Assigned homework for kids is nothing but busy work that they just pencil whip as fast as possible.
Its utterly useless towards their development.
If every parent was like you... homework might not be necessary. My guess is your child's school is full of parents like you, which is great.
But don't think for a second that a no homework policy is the key to success. Coincidence is not causation.

You must have an hourly job. Most professional salaried people are expected to put work in from outside the office during 9-5.
