If you didn’t agree in advance to being billed for the service, then I wouldn’t pay it.

Why would you call a business, ask for help, and then expect there to be no cost unless they quoted a fee? Businesses are created for the purpose of making money by providing goods or service. OP obviously circumvented their business plan (sell goods at a profit and provide service for a fee), and is therefore not a desired customer. The business is adapting its plan to either make OP's business profitable or drive OP away.
Does OP go to work and not get paid? why should the installer?

Call him, say you will never do it again unless waive fee. If not waive fee you will share experience to all friends, social media, etc. so other people are not subjected to similar treatment.

When I go to restaurants, one of the first things they do is give me a list of what kinds of food I can order, and how much money it’s going to cost.
At theaters, I’m told how much tickets cost before I enter.

If I have to use a service like Geek Squad at Best Buy, I’ll describe a problem and they’ll tell me what they can do about it, and how much it will cost.
None of these places provide their goods or services first, and then surprise me with a bill in a mystery amount later.
