I know typical traffic, but I'm in standstill traffic and just curious if anyone knows what's going on. Next exit to get off is 11 miles.
I am not moving so I'm technically not posting and driving.

Construction. Get comfortable.
Take 415 to US190 if you can. Another option is 415 to Rosedale Road (Hwy 76) to Ramah/Hwy 3000 and get back on I-10 West.
PER DOTD's website:
Between Exit 151: LA 415; Lobdell Highway (near Baton Rouge) and Exit 139: LA 77; Bayou Road; Sidney Road (2 miles east of the Rosedale area). Look out for traffic congestion because of construction work.

Between Exit 153: LA 1 (Baton Rouge) and Exit 139: LA 77; Bayou Road; Sidney Road (near Rosedale). Road construction work is in progress. The right lane is closed. See map for detour(s). From 6:30PM CDT to 6:30AM CDT daily. Until Monday, at about 6:30AM CDT.
Comment: Beginning Friday, September 11, 2015 at 6:30 p.m. until Monday, September 14, 2015 at 6:30 a.m., the West bound right lane of I-10 between LA 415 and the West Baton Rouge Parish line will be closed for repair. Heavy delays are expected with this construction work. Detour map: LINK No permit loads will be allowed to pass. Please contact the LA DOTD Permit office for an alternate route. DOTD appreciates your patience and reminds you to please drive with caution through construction sites and be on the lookout for work crews and their equipment.

Not typical for westbound.
If in a truck/suv, cross the median and go back to 151.
Oddly enough, that is the exact price of the ticket if you get caught.

Looks like it doesn't last too long. Then a wreck on the other side.
