I-10 Federal Government / LA DOTD Questions

As I sat in yet another I-10 Eastbound (415 all the way thru town) nightmare at 630 last night, I started wondering something.
Why doesn’t the Federal Government step in and force us to do something? It is their interstate and I think they provide the majority of the development funds. With all the NIMBY crowd moaning and whining, I am curious why the Feds don’t just put their foot down.
National commerce is suffering due to this joke of a section of the primary East/West artery of the United States.
My questions to those familiar with the process are:
Why doesn’t the Federal Government step in and force us to do something NOW?
Why does LA DOTD appear to be the lead on this issue?
While considerate, why are the surrounding Parish Leaders still being consulted (in the case of a possible loop as an option)?

1. La didn't vote for Obama
2. La kicked out Landrieu
3. The federal gov "borrowed without any plan on how to repay" from the National Highway Trust fund and they don't have a billion dollars or more that it would cost to actually fix the clusterfreak that is I-10 in BR.
4. The federal government does believe in alleviating or fixing problems unless they can make a political issue out of it and figure of how to raise taxes.
Is that enough reasos or do I need to continue?

I've been saying the NTSB should be fining BR every damn day for the mess that is 1-10 over the bridge.
It is literally the national law, that interstates be at least 2 lanes in both directions!

Fixed it Boudreaux35 (thanks!). I was looking at all the people laughing going Westbound and got confused.
