Really depends on the situation, whether you are friends and whether you want this person as a designated driver again. If he's not a safe driver, maybe not.

The designated driver should incur no cost for things like tolls, parking fees or gas; however, should he/she get a traffic ticket the it is 100% on them. Zero doubt about this.

Why is this even a question? Were I to be the driver I wouldn't even think to ask for help with the ticket. Likewise, were I to be a passenger it wouldn't even cross my mind that I'd be responsible for the ticket.

If it were a really good buddy then I'd probably throw him a bone for DD'ing me. I don't know about half, but I'd probably give him like $50 or something.
