Do you have a friend that owns a towing company?
Illegally park somewhere and have the vehicle towed to his lot. Have him send a certified letter to last known address and wait 30 days. Once 30 days is up the towing company will file for ownership.
Purchase the car legally via “public” lien sale. Purchase the car from your buddy who owns towing company
