The way I would handle most situations like this, step over the blood and her, and make my way down the stairs minding my own business.

I don't think anybody is saying he should have allowed her to leave. There were so many more options and he did not know what was happening yet. She was not helpful.
Still, a big man busting a small woman's head is not acceptable. She was walking away, and non-violent. With her heading toward the stairs, with 2 more cops waiting at the bottom, busting her head was not the best option.
