I dated this girl (not a 10 at all). I meet her nephew and this guy was freakin ugly. He had a huge head and was goofy as shat.. I went to her family get together and the nephew shows up with his GF. This girl was beautiful not flashy but gorgeous. Nice body...face and hair. I just thought WTF???

Women are more likely to overlook someone's appearance (to an extent), but you have to have something going for you. You can't be average at everything and then hope to get an unbelievably beautiful woman.
With beautiful women, you have to have some extraordinary quality to cover the spread so to speak, otherwise she's taking all the risk, and why would she do that when she has so many suitors that look better than you, have more money, etc. There is somewhat of a transactional nature to it.
Maybe you're funnier than most, maybe you're a strong protector and she feels safe with you (incredibly important). Maybe you're really intelligent and she admires that. Have to have something.

It's probably near impossible after just a chance encounter such as meeting online, a bar, a park, or any social gathering etc.
It's possible if the two have a preexisting relationship and have to be around each other often such as they work close together. I've also seen the "high school sweethearts" resemble that look indefinitely. Women that look that good are usually a lot of trouble one way or the other though and if you're an average guy you don't need or want anything like that.

That said, there are probably more IRL dime pieces in this world than Dubai princes to piss on them, Wallstreet goons to snort coke off their asses, or prime physicians/lawyers willing to put up with their shite.
So. You could definitely luck out with one. Now. Keeping her is another matter entirely.
Best to just settle for that 7-8.5 that isn’t a complete materialistic airhead that’ll slob the knob of the first millionaire that looks her way.
The better question is how many 10s are on this planet that you’d wanna be around for anything but sex.
