Years ago, when I was in biotech sales a coworker was acting intoxicated at a meeting. One of the meeting planners approached me and were accusing him of being drunk. Well it was 9 in the morning and I knew this guy was very professional and would never show up to a meeting drunk at 9am. I found one of his close associates and informed him of the situation. He knew his medical condition and asked me to go to the gift shop at the hotel and get some hershey bars as he was an insulin dependent diabetic and probably had low blood sugar.
I fetched the chocolate bars and his friend fed them to him. I watched in amazement as he transformed from "drunk" to normal in a matter of minutes. His friends knowledge of him medical condition and fast thinking probably saved his life.

So reporting the person as drunk saved their life? I think you just made his point for him.

Report it to your boss and while in his/her office, resign from your position and ask him to hire someone that can make a decision commensurate with their duty position without enlisting the help of the OT.

Of course it did. But in this situation that I witnessed the reporter acted like an arse telling everyone at the meeting that this guy came to work drunk.
She could have been a little more discrete about it and in the end wishes she had.
My advice was to tread lightly and consider the fact that it may very well be a medical condition and not intoxication.

In the real world out there, shite happens all the time. Were that to happen here & litigation results, the first person scheduled for a deposition would be the person who told you about it. They you get to testify under oath what you knew when. If your answer was " I didn't do shite because it was none of my business & I did not want to be a snitch", the plaintiff atty will start adding more zeros to his claim for damages. And there are many cases where corporate negligence can be penalized by punitive damages above & beyond any documented damages. Sad but true: this world is the real world. Major cover your arse.

You also follow chain of command and properly document it, even if in a desk file. If you just tell her in your office, you do not create the necessary documentation to back up claims that it has happened before and could also have her come back with drummed up claims. HR policies are a pain in the arse, but they are there for a reason.

Either B then C, or C then B. Either way, I'm amazed that you are even asking this question. I take it you have direct reports and are in a management position. What pissant kinda company do you work for where they didn't train you on this stuff already?
Or did you attend the training and you're just not too bright?

If your boss gets wind that you had to come ask us bunch of e-jackoffs for the right call he's going to probably put you on a PIP, or just fire you.
