How does SC get tax money from the mega million lottery?

Does SC only get money if the prize is claimed?

If / when it is claimed, who actually cuts the check to the SC treasury? A lottery commision?

You would pay in your state of residence. I think I remember seeing a couple of states with the lotto still require non-resident lotto winners to pay their state income tax

Are you serious? It's common sense. It's either withheld when you get the payment or you pay when you file your taxes

Wrong, the ticket is taxes where you bought it. That's where you "earned" the income. Only a couple states will tax it again.
