Some of those IT / software jobs don't really care where people live. New Orleans might get some small influx of those people. I don't think it will be enough to make any difference; there have always been carpetbaggers of a sort in New Orleans.

Well anyone that has any talent leaves the State due to lack of opportunities. When the stupid and poor far outnumber the intelligent people than you get really shitty politicians especially in the urban areas which equal high crime, corruption, and having to grease many palms to get anything done. With brain drain and politics no one wants to bring a corporation here to deal with that.

Better quality of life. Improve the public schools by disincentivizing laziness and poor performance (take away benefits from parents whose children are poor performers and stop social promotion), quit littering, get rid of the franchise and inventory taxes, reform occupational licensing so people can move up the economic ladder quicker, and buy up properties that have flooded multiple times over the past few years and turn them into park and water retention/detention areas. Those five things would make the state at least 50% better, aren't complicated to implement, don't require new taxes, and would at least keep a lot of our native entrepreneurs home and possibly a few out of state employers.

You cannot overcome the culture of corruption. There is also a huge problem that no one wants to talk about is the Catholic influence. Catholicism turns a blind eye to accountability in the name of the church. It mirrors the attitude of the politicians down there.
