I worked for the library for many years and as a resident of Baton Rouge, I think they have too much money. Whenever the library board wanted to give us raises, metro council would vote no. That’s Bull shite. Someone is waiting to pilfer that money.
As for police presence in neighborhoods- it doesn’t work. Not when they can’t or won’t do anything about it. Or when judges just let people go.
My best guess to improve Baton Rouge is to vote in better judges - and unfortunately the ones that are up to vote - the choices really suck.

Unfortunately, it’s probably too far gone. It’s a shame bc it was fine at one time and good neighborhoods and schools. Judge Parker ruined the schools, it was part of the down fall. And poor leaders.

You have to find a way for it to "mean something" to those that commit the crimes as well as those that allow the crimes to be committed (or simply look the other way). You have to hit them where it hurts. Where is that? Government assistance.
You commit a felony...you lose all government assistance for you and your family.
You commit multiple misdemeanors...you lose all government assistance for you and your family.
Your mom, baby momma, oldest daughter, whatever would be less likely to look the other way if there is a chance that their baby daddy or son is going to cost their family "free money". Maybe the son would be less likely to pull that trigger if he knows his actions will mean his mom loses all of her income?
Another idea is to somehow tie government assistance to education. You attend school...you get paid. You don't attend school or if you perform below a certain level (which I know is going to be called "racist"), you don't "get paid". Maybe this idea would encourage moms to be more involved in their children's educations as it would now impact their household financially?

1. Allow St George to form it's own school district. Take those schools out of your operating school budget. Reduce staff.
2. Eliminate bloat. It's not going to be easy and nobody wants to be the bad guy but it's the only way to survive.

Reorganize EBR.
We need a comprehensive review if our operations. The people need to vote on it so we can restructure taxes and where our money goes.
We don’t need to go hog wild on parks and libraries if our streets are unsafe. We need to maintain what we have and not grow bigger and bigger.
The police need to be fully funded and cops given good pay. The cops and the DA need to lsu ch an all out war against the gangs and drug dealers. Bring in the IRS. Go after them like they went after Al Capone.
Clean up the old neighborhoods by eradicating the gangs and by bringing in the local community leaders and clean up block by block. Go after thd slum lords and make them bring their properties up to code.
DPW needs to be bottom heavy and not top heavy. Put more workers out on the streets cleaning and maintaining public areas. Launch s as parish side campaign to affect s as parish wide clean up,
Start with the Amite River. Get the affected parishes together and with federal and state dollars begin dredging at Lake Maurepas. Work North. Finish that and catch the major tributaries next. Clearing is fine but dredging has to be done too.
Build a new prison with money taken from BREC and the Libraries. Yes, they have more than they need and they too are bloated at the top.

Not necessarily BR, but bring the Mafia back to city of New Orleans. Especially the quarter, CBD, Warehouse districts. They keep that petty crime out of those areas. The mafia understands that petty crime effects the Tourism. Their rackets are all associated with tourism dollars, trash, alcohol/food sales, etc. When the mafia controlled those areas the city was prospering and tourism was booming. New Orleans has always been run by the underground now these little thugs are running wild and need to be strong armed to be controlled by means they understand. Like showing them pictures of their houses or breaking a few legs if they bring crime into the tourist areas. If a normal citizen doesn't interfere with the mafias money you would never know they are there. Just my opinion

Boarding schools that paid the parents to let the kids stay in them and completely remove them from their home environments. The parents won’t care bc they’re getting paid for their kids to go there.
Would take 1 generation but educating these kids and taking them out of the negative homes would completely change the course of the entire area

Fast forward 50-100 years to when gentrification is complete. Gonna need to be a whole new BR. Y’all holding on to a dream that ain’t gonna happen in your lifetime. But hey I guess it’s admirable to stay behind in hopes of it being great again for your great great great grandkids.
