Keep in mind journalist, like most in the media, don't know the difference between actual body armor and LBV's that just hold equipment. Could have been plate carriers without plates too, which isn't stopping anything.

Better to shoot just below where the vest ends. They are usually above the belly button. Plenty of arteries and stuff to hit there. Blow of a penis or shatter the pelvis and you have 100% removed the fight from the bad guy.
