It said it was the city that forced him, but it doesn't say anything about what law or ordinance this was.

A maximum of 3 feet is ridiculous for a fence, and I've seen taller in California.

How does something like that even get approved to be a regulation? How many people actually agree with only allowing a 3 foot high fence?

rear and side fences can be 6 feet

the 3 foot law is only for setbacks

adding: a setback is the minimum distance which a building or other structure must be set back from a street or road, a river or other stream, a shore or flood plain, or any other place which is deemed to need protection.
