Hey, your decision. We're all waiting with bated breath at the brilliant ideas sure to come. 
OT Idea 1: Concentration camps in the middle of nowehere
OT Idea 2: Put them in a small town (Was a joke i know, but that's already the case)
If it were up to me, each city would institute a tariff system and see how things play out from there. To be fair I actually agree with most of Trump's ideas in that link. I just don't trust Republicans to actually facilitate the practical aspects of it.

Unless you define job as :being the recipient of government money assuring that the people in the pyramid scheme who are sending them money will continue to have jobs shoveling funds into their ebt etc. cards. Also employment for the people who approved them to be recipients of the funds.

Why not anchor some defunct ships offshore and put the homeless bums out there and drop food and water off every so often. Be sure the ships leak just enough that they can use buckets or hand operated pumps to keep them floating. They can get themselves organized in some sort of pecking order.

In all honesty, they need to be categorized.
1) those that have a desire to work and just need some assistance to get back working.
2) those that are mentally ill. Need to be institutionalized and treated.
3) those with no desire to get clean or work. They get put in prison or shot.

Homeless are lazy as frick. They'll shun camps away from city centers and their free meals at the soup kitchen.
