It's usually set by HR, not your manager. If you even look at enlisted and officer (and warrant) pay scales in the military, there is a base salary cap from E-1 to O-10, but it is indexed to years in service, at least.
It was likely put in place to keep a lid on intra-office fighting over why Billy as an Engineer 4 makes 40% more than John, who is an Engineer 4 (probably years in service, value to the business, etc., but juries don't care about that shite.) Hence HR/Legal "rules."
But like I said, his boss should have seen this coming at the end of the last performance grading period and opened up a slot for an Engineer 5, and shutting down the Engineer 4 slot OP held, but then he'd have to explain the budget increase, and that's some level of work manager didn't feel incentivized to do. TL;DR: lateral transfer to another company, or to another division within current company as an Engineer 5.

Seems like a pretty easy decision. Weigh your options.
For Example: I know I could make more, but I love my job and I'm financially secure. I don't want more work. So, I wouldn't leave.

Hit it many times, they've increased the cap quite a few times obviously.

Depends if it also caps your bonuses/stock options. Also depends on where you are in your career.

I’m maxed in my salary range but I get my merit increase in a single cash check every year plus a bonus check.
I stayed because I work remote and getting closer to retirement.
