The city of Houston did not put out an alert until several hours after this happened, despite it being bad enough to shut down all of the schools for tomorrow

The great freeze of 2 years ago shut down many water supplies in texas without a big too-do over flushing out the drinking water system. Could be that necessity over rides dainty.
When the month long power outage occurs , as described by the survivalists will you wait for the health dept verification of your water source?
