On the news this morning, they said she originally went bra-less due to a nasty sunburn. She wore a couple of big, baggy shirts to try and not draw attention to her boobs.
The school did not have any specific policy requiring females to wear undergarments. The school board said female undergarments would be mandatory in next year's dress code.

Bras were OUT when I was a senior. So many nips on display it became no big deal.
