That award should be called the “Right Place at the Right Time” award. It’s a compelling photo but it’s not like it is artistic or special for composition or lighting. It’s just a dude on fire.
Kind of the epitome of play stupid games actually. Given that the police weren’t throwing fire, I am going to go out on a limb and say he got set on fire by his own side while they were tossing Molotov Cocktails.

World Press Photo focuses on photojournalism, not artists who do photography in a studio or take landscapes.

My buddy is a medic and had a guy in law enforcement custody faking a seizure and just being unruly. He loudly told the cops: “Get ready to turn him over and hold him down, I have to shove this big tube in his arse to relieve the seizure symptoms. I don’t think we have time for the lube.” Said the guy immediately quit faking the seizure and got real cooperative.

Which IF objectively accurate, would be an interesting case to explore the ability of the brain to go into hibernation mode like that. Seriously, IF the patient is unresponsive to physical stimuli, it would appear legit. I'd put ammonia under their noses, hot iron pins on the bottom of their bare feet, pour fire ants all over them. If they remained 100% unresponsive, wow. I wonder how many people in concentration camps this happened to? Those wouldn't be studied, they'd be tossed into the pit.

Hmm, I'm not sure if you've ever tried real photography, but to catch that level of motion, including the blazing fire, with that lighting, in such a clear picture is waaaay harder than it looks.
100 people on this sight could try to take that pic and maybe 1 or 2 would come out nearly that good.
