Trick question. Nothing can go faster or slower than the speed of light so the headlights are producing light that doesn't exist except at a higher velocity light speed.

Would you even see it? Headlights take time to turn on so would the vehicle have already moved past the light once turned on? For the light to project, I'd have to move faster. As far as the tail lights, I believe you would see a trail since it's behind you once you move forward. You would never see the cop lights.

Well, theoretically it's impossible for anything with mass to travel the speed of light... so your entire premise is bunk from the start.
Furthermore, if you were somehow traveling really close to the speed of light, to you it would appear as though the light projects forward as it would normally. To someone watching stationary, if they could even see you zoom by, it would appear to project the headlights just as they would normally... so they wouldn't be able to perceive the light traveling any faster than your vehicle.

Let's think about it this way.
Put a baseball pitcher in the bed of a truck traveling 80 miles an hour and ask him to throw the ball with enough force that he would use for an 80 mph pitch.
The way you a proposing your question, the ball wouldn't even leave his hand (ex. light stay in the headlight mechanism).
However, we know that he would be able to throw the ball. The problem in this example is that he isn't going to be able to put enough power behind the ball for it to stay in front of him for very long because of wind resistance. You don't have this problem with light.
It's why planes don't hover above the earth while the Earth rotates below it, or why they don't have to have massive engines to fly ahead of the Earth's rotation.

Space and time change so that the answers to 1 and 2 are the same as if you'd been stationary.
3 is a little different though. Your field of view changes as you go faster, essentially becoming tunnel vision in front and behind. The tunnel gets smaller the faster you go. So you'd see this weirdly flickering pinprick of light behind you.
