Agree on both. I'm still not sure about how the strobe lights appear to the observer. The observer is going slightly slower than the other two vehicles.

As I pointed out, the correct answer is that light you emit forwards or backwards behaves (from your perspective) just as you'd expect IRL.
But your field of view becomes heavily restricted, so your view of the strobe would be off.
