How do you change visibility to people you're NOT connected with?
Like, if we haven't connected then I want to guard my work history, education, etc.
Is that possible?

There are a host of ways to control visibility on linkedin.
It's not supposed to be some open advertisement, showcasing your entirety to prospective employers, clients, et al.
I set mine on private, they can see my name, and my current positions. My connections only have access to viewing my contacts with whom they are also connected.

Go into the settings menu and look around.
If you can't figure it out, you should delete your profile.

Log out, google yourself, click on link and you will be shown your public profile.
Or just click on the link that says public profile below your image and current title header box.

Recruiters who pay for the premium tools can see your profile no matter what (I'm pretty sure).
