It's a bit different for Laffy though. Because it's a public utility, it just needs to break even, not make huge profits. As I understand it, the service has been in the black for some time.

The problem with fiber that is currently laid in the city is that it is proprietary. It's Cox, ATT, and Entergy fiber. Municipal fiber would be leased, which mean other companies would be able to come into Baton Rouge without fronting infrastructure costs, which is huge. Should Baton Rouge lay municipal fiber, it could be a large source of revenue for the city and increase ISP competition, driving down pricing for consumers.

This already happens all over the city/state/country. This is nothing new and a complete waste of money. Companies lease their dark fiber out to other companies every single day.
But this is what the council is betting on, uneducated populace and their pockets getting padded

I know this happens. I am a network admin at an ISP. We lease fiber and pay for leased fiber all over the place.
The idea behind this is that the entire city will have municipal fiber and outside companies can come in and use it. Right now, the companies that own the fiber can pick and choose who uses their fiber, and can minimize the competition by prohibitively pricing their fiber leasing. The city pricing would most likely be regulated and the same for everyone.
Do you honestly believe that Cox or AT&T would lease enough of their dark fiber to allow another ISP to come in and offer competitive TV and internet service?
