I was also in the Navy in the 60's. Yes, I heard that phrase and for what it's worth that story was told often....

probably started to discourage guys from considering it, I heard the term a lot as a kid but never knew of anyone that claimed to have done it

I heard stories of my home town in the 1970s, where white teenagers soaked a mop in Mustard and would hide in the back of trucks riding through areas of town that were predominantly black populated. They would get in range with the truck and one of the guys in the back would jump up and hit lone blacks walking close to the road.

I once worked w/a man who claimed to have done this in BR parks w/his teenage buddies in the 1960s.
One of LSU's most legendary football players admitted to doing this as a HS student in BR.
Rumor has it he was was caught by police and "influenced" into attending LSU, even though he had originally intended to go out of state for college.
