Happened today, actually. Not much changes for me, and the person that got the role was a good choice. Such is life.

Yes to keep the diversity level at 14%. And he completely failed and cost the company a few million dollars in errors. All for diversity. Eventually they demoted him after SEVERAL errors. I had long been gone and I'm glad I left.
EDIT. Back in early 90's

It’s very common in my industry. They have it set up so only about 15% of eligible people actively seeking promotion get it. If that’s too tough for people and they leave because of it, the companies don’t care. They’ll just fill the ranks with the next round of talent and hope that someone in that group has what it takes

Currently in this situation.
Four years ago my boss asked me to take this job. It’s an unforgiving job where you really can’t win. Historically the people in the position haven’t done well. I told him my biggest fear was doing the job well and never getting to leave. Fast forward to today and I’m still here. I get good bonuses and raises but the job sucks. And every time I apply for other positions I get passed over. One position I have good intel that the hiring manager was told not to hire me.
I’m looking elsewhere in the company and outside the company. If I could make good money I’d go back to construction.

Yes, boss told me before the position was posted that he was going to give it to me. Then he chose someone else. All sorts of unethical shite with that one.

When I was hired to this company, the main reason I was hired was to work on his huge project that would be several years. But it didn't start until about 8 months after I was hired.
So I was officially working in one department, but the president of our office wanted a certain type of database and he asked if I could build it. Well the department I was officially working in.. The manager wasn't happy that I was asked directly by the president (president makes it sound like he was really important. He was pretty much the manager of the managers).
That manager gets approval from his manager to hire someone that supposedly was at a higher skill level at this program. After a bunch of meetings in which we argued and them trying to figure out how they were going to build this thing, after telling them what they wanted to do wasn't possible, the manager ended up convincing the president that his new guy would have it down in a few weeks.
Fast forward to me starting the project I was hired to work on, the work comes full speed. The dude they hired to do this database, who knew so much, is calling and emailing me to ask if I could come to his office. After about 5 months, this dude had no clue what he was doing. I told him I am working on the project I am now on, what he needed would take a lot of time.
It was August or September of 2008 and there was concern about the financial crisis. The manager who thought his new guy should do it, contracts someone who charged more than what me and the dude hired was making. And since that guy wasn't going to be on it full time, it was going to take months. The president was pissed at the manager who promised they could do it.
The project I was on was wrapping in in December and there was announcement there would be 3 rounds of layoffs. The first came the week of Christmas, the 2nd middle of January.
I went ask my official manager, the dickhead who thought he could get done, what I was working on and I said "I have no work, there isn't anything coming in in the near future, is it safe to assume I will be getting laid off?" He tells me "Oh no. We have a specific position we want you in. Its going to be through corporate and as long as this company has work you will have a job. Within the next two weeks we are going to get things worked out. 3 weeks pass by and I am thinking "this a-hole is full of shite. He is probably fricking with me". The fourth week he comes to me and ask me to come to his office.
I saw HR sitting in his office, I knew exactly what was about to happen. He starts with "You have been a great asset to this company and we are extremely thankful, however..." I said "Am I being laid off?" he tells me yes, I reach out to get the paper he gives me and I leave.
I wasn't mad about being laid off, I thought I would have been in the first round. I was pissed at his bullshite. Telling me I would be moving into a corporate position assuring me I would have a job as long as the company had work so if you want to call that being denied a promotion then yes.
If I were physically able, I would have punched that dude. I wanted to beat the shite out of him so bad and I told my self I hope I never see him in a parking lot at a store or something, because I would really consider hitting him with my van.

Completely different situation than being denied...which would kind of imply the denied party was entitled to the promotion...that it had either been promised or the person had convinced themselves it had been promised. Either way, most people have had it happen and most change jobs shortly thereafter.
